Anledningen till förslaget är att en liten grupp teknikföretag står för en så stor mängd av datatrafiken att Spanien, Frankrike och Italien anser att de borde vara med och betala för trafiken genom att betala en del av kostnaderna för utbyggnader. Enligt den information som länderna har tagit upp i förslaget står de sex största innehållsleverantörerna i Europa för 55 procent av trafiken i de europeiska näten.

European innovation scoreboard 2023 - Denmark and Sweden at the top
Based on their scores, EU countries fall into four performance groups: Innovation leaders, Strong innovators, Moderate innovators and Emerging innovators. Denmark is the new top innovator with the best performance in the EU, overtaking Sweden after a few years in leading position. Other Innovation Leaders are Sweden, Finland, the Netherlands, and Belgium.
